The Green Empire of the East and the West, an inclusive and united planetary society

I am Paul Elvere DELSART, also known as Henry HARPER, and I carry within me the living vision of the Green Empire of the East and the West, an inclusive and united planetary society. This entity is not an empire in the imperialist or conquering sense, but a transmedia narrative universe and a civilizational allegory that serves as a framework for the transformation of reality. Through its story, its symbols, its structures and its imagined institutions grounded in concrete projects, it embodies a new model of human organization, based on unity in diversity, peace, co creation and regeneration.

My empire excludes no one. It is designed to welcome all identities, all origins, all beliefs, within a matrix of conscious interdependence. It is based on the idea that planet Earth can no longer be seen as a chessboard divided between competing powers, but as a shared space, a sacred garden where every people is a unique expression of humanity. The inclusiveness of the Green Empire of the East and the West is therefore first ontological. It holds that every living being, every culture, every territory has intrinsic value and a role to play in the harmony of the whole.

In my approach, inclusion is not passive tolerance. It is an active dynamic of participation and empowerment. The members of the Green Empire of the East and the West are not mere subjects or observers. They are citizen planners, builders of a new world. Through the EL4DEV program, the subprogram THE MUNICIPALITIES COUNTER-ATTACK and the project LE PAPILLON SOURCE, I offer them tools, spaces, languages and structures so that they may reclaim their individual and collective sovereignty. Inclusion is expressed through the empowerment of municipalities, through interterritorial cooperation, shared education and the free circulation of knowledge.

The Green Empire of the East and the West is also united in solidarity, because it rejects the logics of competition, predation and exclusion that define dominant systems. Instead, I propose mechanisms of mutualization, equitable redistribution of resources, societal diplomacy and restorative justice. Small municipalities, especially those of so called developing countries, are not pushed to the margins of the system. They become its foundations. They are the ones who carry societal innovation, who test new forms of governance and who nourish the collective intelligence of the entire empire.

This solidarity also takes shape in the creation of transcontinental Societal Unions such as the African Societal Union, the Mediterranean Societal Union, the Asian Societal Union and the Pacific Societal Union. These alliances are not geopolitical in the traditional sense. They are ecosystems of exchange and co development. They represent an alternative to closed economic blocs, emphasizing complementarity, shared resilience and emancipation through cultural, educational and ecological cooperation.

I make the Green Empire of the East and the West a cross border, multiethnic, multilingual and transdisciplinary society, embodied as much in territorial projects as in artistic works, immersive narratives and tangible infrastructures. By addressing both imagination and reality at once, I create a bridge between symbolic inspiration and concrete action. Everyone can find their place here, whether as grower, teacher, builder, mediator or dreamer. There is no closed elite, only a community of intention in permanent expansion.

I believe that true inclusion begins with the way we look at one another. That is why in the Green Empire of the East and the West, each individual is seen as a potential creator, a bearer of vision, a peacemaker. I reject hierarchies based on social origin, academic level, wealth or nationality. My empire has no administrative capitals, only capitals of ideas, knowledge and spirituality. It is woven from interconnected local initiatives, governed by ascending logics where power flows rather than concentrates.

In short, the Green Empire of the East and the West is an inclusive planetary society because it gives everyone the possibility to fully exist, to contribute, to transmit and to receive. It is united in solidarity because it is built on mutual aid, shared responsibility and trust. It is the outline of a reenchanted world, not perfect, but in constant evolution, open to otherness and founded on ethics, beauty and collective intelligence. It is in this balance between reality and imagination that I place my faith, my work and my commitment.
